According to IHT, "European Union military planners made little progress Wednesday in efforts to muster helicopters and other vital equipment needed for the launch of an EU mission to help refugees fleeing violence in Sudan's Darfur region".
No nation, we are told, came forward with the dozen or so helicopters without which commanders say the mission will not be able start as planned next month.
Now, why are we not surprised?
