The long but relatively readable constitution was turned into a short but complex document amending two existing treaties, designed to be incomprehensible to citizens.Where were the British journalists, when this "senior negotiator" was holding forth? Well, the Financial Times reported it as well (see end of piece).
"We made a real effort to be opaque," one senior negotiator boasted. Several countries - notably Britain, France and the Netherlands - had insisted the result must look nothing like a constitution to avoid having to hold a referendum, he said.
